In this fictional region, an island clinic receives medicine through one port. Defne is visiting Maya, who helps organise a community discussion about the delivery route. The current ferry is slow but familiar. A company offers a faster route through a second port. The community has money for only one regular service this month. A delivery delay could matter, but the documents do not predict whether a storm will happen. Your job is to recommend a service and a backup plan. Do not treat speed, price or familiarity as the only possible goal. Explain whose needs your recommendation protects and what uncertainty remains.
Service record
During the last four scheduled deliveries, A arrived four times and B arrived three times. This is a small record, not a forecast. The reason for B’s missed delivery is not supplied.
Clinic note
The clinic needs at least one delivery per week. For this exercise, both routes use approved containers and can carry the required medicine. No safety difference between the containers is claimed.

I would choose B and reserve 15 units for one emergency trip. This gives a three-hour regular journey and stays within 100 units. However, E2 records one missed delivery, and the cause is unknown. The clinic reserve covers one missed week, not every possible disruption. I would ask about the missed delivery before renewing the service.
