Defne’s reading group is examining a fictional negotiation between the regions of Orin and Vale. They share a reservoir, and a dry-season allocation must be agreed for one month. Orin operates the upstream gate; Vale receives water downstream. Neither name refers to a real state or dispute. The documents provide a simplified budget of usable water after losses. Your task is to propose an allocation, an information-sharing rule and a review trigger. You may prioritise equal shares, minimum essential needs or another stated principle, but you must account for the same quantities. Control of the gate is a practical fact; it does not settle who deserves more water.
Negotiating positions
Orin initially requests 60 units and Vale requests 60. These are opening requests, not agreed allocations or independently verified minimum needs.
Monitoring proposal
A joint log could publish gate releases and downstream readings each week. The readings would show recorded flows but would not, by themselves, establish every cause of a difference. A review meeting can be held after two weeks.

- Orin will accept shared readings if Vale also publishes its local withdrawals.
Role B / Vale / downstream delegate
- Vale’s verified essential need is 45 units; its remaining request is for flexible irrigation.
- Vale can adjust flexible irrigation but asks for a joint response if recorded delivery falls below its agreed share.

I propose 47.5 units for Orin and 52.5 for Vale: verified essential needs first, then an equal split of the 15 remaining units. This protects a needs-based minimum but does not give equal total shares. Both parties should publish releases, readings and withdrawals weekly. A recorded shortfall should trigger a joint investigation at the two-week review rather than an automatic accusation of bad faith.
