A fictional coastal town is considering two offers for a new data connection. Defne’s reading group has been asked to compare the public summaries before a consultation. One offer promises lower upfront costs; the other promises more direct local oversight. The summaries are incomplete, and no bidder represents a real country or company. You must recommend a next step while distinguishing ownership, maintenance access and access to users’ data. These are separate issues in the task. A cheap contract is not automatically a trap, and local ownership is not automatically proof of strong privacy. Explain what the documents support and what contract terms still need inspection.
Offer B / Harbour Cooperative
The town pays 50 units upfront and owns the cable. Maintenance costs 4 units annually. A public committee may inspect maintenance reports. The offer does not describe data-access controls.
Public summary
Both offers allow the maintenance team into the equipment room. Neither summary states that maintenance access permits reading user messages. Neither summary supplies a complete privacy or outage contract.
